Jack has done some odd things with them - mainly Will, planning to trade him in for various purposes - but he's never actually thrown either of them somewhere and then forgotten about them, or without weapons or whatever. My feeling is that Kraken was so BIG, there's really not much way Jack would get off the ship if it wanted to find him that far out to sea - so why chain him up?
