It wasn't the OPP that fucked up! The Green Ribbon Task Force began as a joint investigation by Halton Regional Police and Niagara Regional Police. These are quite distinct entities from the Ontario Provincial Police. The investigation into the failures in the Bernardo case concluded that the failures in the investigation were mostly due to the lack of communication between the Green Ribbon Task Force and the Metropolitan Toronto Police investigations. OPP were not allowed to be involved at all. In any case, the hands of the police were somewhat tied: The search warrants granted to the Green Ribbon and Scarborough Rapist Task Forces on 19 February 1993, were limited in the extent to which they could locate and remove evidence: no damage could be done to the house interior in the search for evidence and videotapes had to be viewed in the house
Even the crown prosecutors, since Bernardos lawyers retrieved and hid evidence for a couple of years.
