I was all set to agree with lost_due_east only I remembering going on some site that credits all the performers, which included some kid credited as Young Will Turner. No other children were present, and boy did that tracking shot look like it was supposed to be significant (perhaps moreso than as a simple, "Look! They're even hanging a kid!" shot) And I can't tell if it was or wasn't either way, because all these floppy haired impoverished looking gangly white children look the same to me. So unless that was a cut scene the credited kid was in, that probably was young Will Turner, which means you're probably right on that count! Bizarre.
